Moses' father in law was a Kenite because he lived in the land of Cain's descendants not because he was a descendant himself. He was a grandson of Abraham not a Kanite as in grandson on Cain.
I am a Pennsylvain because I live in Pennsylvania even though I am not a grandson of William Penn.
