III. At Sinai: the Giving of
the Law
and the Construction of the
Tabernacle, 19:1-40:38
Israel arrives at Sinai
Exodus
19:1 ¶In the third month, when the children of Israel were gone
forth out of the land of Egypt, the same day came they into the wilderness
of Sinai.
2
For they were departed from Rephidim, and were come to the desert of Sinai,
and had pitched in the wilderness; and there Israel camped before the mount.

The Mosaic Covenant proposed
3
And Moses went up unto God, and the LORD called unto him out of the mountain,
saying, Thus shalt thou say to the house of Jacob, and tell the children
of Israel;
4
Ye have seen what I did unto the Egyptians, and how I bare you on eagles'
wings, and brought you unto myself.
5
Now therefore, [*]#1 if
ye
will obey my voice indeed, and keep my covenant, [*]#2
then
ye shall be a peculiar treasure unto me above all people: for all the earth
is mine:

What under the law was conditional
is,
under grace, freely given to every believer. The "if"
of
v.5 is the essence of the law as a method of divine dealing, and the fundamental
reason why "the law made nothing perfect" (Heb.7:18-19; cp.Rom.8:3).
Hebrews
7:18 For there is verily a disannulling
of the commandment going before for the weakness and unprofitableness thereof.
19
For the law made nothing perfect, but the bringing in of a better hope
did; by the which we draw nigh unto God.
Romans
8:3 For what the law could not do, in
that it was weak through the flesh, God sending his own Son in the likeness
of sinful flesh, and for sin, condemned sin in the flesh:
To Abraham the promise preceded
the requirement; at Sinai the requirement preceded the promise. In
the New Covenant the Abrahamic order is followed (see Heb.8:8-12)
Hebrews
8:8 For finding fault with them, he
saith, Behold, the days come, saith the Lord, when I will make a new covenant
with the house of Israel and with the house of Judah: 9
Not according to the covenant that I made with their fathers in the day
when I took them by the hand to lead them out of the land of Egypt; because
they continued not in my covenant, and I regarded them not, saith the Lord.
10
For this is the covenant that I will make with the house of Israel after
those days, saith the Lord; I will put my laws into their mind, and write
them in their hearts: and I will be to them a God, and they shall be to
me a people: 11
And they shall not teach every man his neighbour, and every man his brother,
saying, Know the Lord: for all shall know me, from the least to the greatest.
12
For I will be merciful to their unrighteousness, and their sins and their
iniquities will I remember no more.

given to Israel in three divisions, each essential to the others and together
forming the Mosiac Covenant,i.e. the commandments, expressing the righteous
will of God (Ex.20:1-26);
Exodus
20:1 ¶And God spake all these words,
saying, 2
I am the LORD thy God, which have brought thee out of the land of Egypt,
out of the house of bondage. 3 Thou
shalt have no other gods before me. 4
Thou shalt not make unto thee any graven image, or any likeness of any
thing that is in heaven above, or that is in the earth beneath, or that
is in the water under the earth: 5
Thou shalt not bow down thyself to them, nor serve them: for I the LORD
thy God am a jealous God, visiting the iniquity of the fathers upon the
children unto the third and fourth generation of them that hate me; 6
And shewing mercy unto thousands of them that love me, and keep my commandments.
7 Thou
shalt not take the name of the LORD thy God in vain; for the LORD will
not hold him guiltless that taketh his name in vain.
8 Remember the sabbath day, to keep
it holy. 9
Six days shalt thou labour, and do all thy work: 10
But the seventh day is the sabbath of the LORD thy God: in it thou shalt
not do any work, thou, nor thy son, nor thy daughter, thy manservant, nor
thy maidservant, nor thy cattle, nor thy stranger that is within thy gates:
11 For
in six days the LORD made heaven and earth, the sea, and all that in them
is, and rested the seventh day: wherefore the LORD blessed the sabbath
day, and hallowed it. 12
¶Honour thy father and thy mother: that thy days may be long upon
the land which the LORD thy God giveth thee.13
Thou shalt not kill. 14
Thou shalt not commit adultery. 15
Thou shalt not steal. 16
Thou shalt not bear false witness against thy neighbour. 17
Thou shalt not covet thy neighbour's house, thou shalt not covet thy neighbour's
wife, nor his manservant, nor his maidservant, nor his ox, nor his ass,
nor any thing that is thy neighbour's.
18
¶And all the people saw the thunderings, and the lightnings, and the
noise of the trumpet, and the mountain smoking: and when the people saw
it, they removed, and stood afar off. 19
And they said unto Moses, Speak thou with us, and we will hear: but let
not God speak with us, lest we die. 20
And Moses said unto the people, Fear not: for God is come to prove you,
and that his fear may be before your faces, that ye sin not. 21
And the people stood afar off, and Moses drew near unto the thick darkness
where God was. 22
¶And the LORD said unto Moses, Thus thou shalt say unto the children
of Israel, Ye have seen that I have talked with you from heaven.
23
Ye shall not make with me gods of silver, neither shall ye make unto you
gods of gold. 24
An altar of earth thou shalt make unto me, and shalt sacrifice thereon
thy burnt offerings, and thy peace offerings, thy sheep, and thine oxen:
in all places where I record my name I will come unto thee, and I
will bless thee. 25
And if thou wilt make me an altar of stone, thou shalt not build it of
hewn stone: for if thou lift up thy tool upon it, thou hast polluted it.
26 Neither
shalt thou go up by steps unto mine altar, that thy nakedness be not discovered
thereon.

Exodus
31:18 And he gave unto Moses, when he
had made an end of communing with him upon mount Sinai, two tables of testimony,
tables of stone, written with the finger of God.
These three elements form "the
law," as that expression is generally used in the N.T. (e.g.Mt.5:17,18).
Matthew
5:17 ¶Think not that I am come
to destroy the law, or the prophets: I am not come to destroy, but to fulfil.
18
For verily I say unto you, Till heaven and earth pass, one jot or one tittle
shall in no wise pass from the law, till all be fulfilled.
The commandments and the ordinances
formed one religious system. The commandments were a "ministry of condemnation"
and "of death" (2 Cor.3:7-9);
2
Corinthians 3:7 But if the ministration
of death, written and engraven in stones, was glorious, so that the children
of Israel could not stedfastly behold the face of Moses for the glory of
his countenance; which glory was to be done away: 8
How shall not the ministration of the spirit
be rather glorious? 9
For if the ministration of condemnation be glory, much more doth the ministration
of righteousness exceed in glory.
the ordinances gave, in the high
priest, a representative of the people with the Lord; and in the sacrifices
a cover for their sins in anticipation of the Cross (Heb.5:1-3; 9:6-9;
cp.Rom.3:25-26). (see Atonement, Lev.16:6,
below)
Hebrews
5:1 ¶For every high priest taken
from among men is ordained for men in things pertaining to God, that he
may offer both gifts and sacrifices for sins: 2
Who can have compassion on the ignorant,
and on them that are out of the way; for that he himself also is compassed
with infirmity. 3
And by reason hereof he ought, as for the people, so also for himself,
to offer for sins.
Hebrews
9:6 Now when these things were thus
ordained, the priests went always into the first tabernacle, accomplishing
the service of God. 7 But
into the second went the high priest alone once every year, not without
blood, which he offered for himself, and for the errors of the people:
8 ¶The
Holy Ghost this signifying, that the way into the holiest of all was not
yet made manifest, while as the first tabernacle was yet standing: 9
Which was a figure for the time then
present, in which were offered both gifts and sacrifices, that could not
make him that did the service perfect, as pertaining to the conscience;
Romans
3:25 Whom God hath set forth to be a
propitiation through faith in his blood, to declare his righteousness for
the remission of sins that are past, through the forbearance of God; 26
To declare, I say, at this time his
righteousness: that he might be just, and the justifier of him which believeth
in Jesus.
The Christian is not under the
conditional Mosaic Covenant of works, the law, but under the unconditional
New Covenant of grace (Rom.3:21-27; 6:14-15; Gal.2:16; 3:10-14,16-18,24-26;
4:21-31; Heb.10:11-17).
Romans
3:21 But now the righteousness of God
without the law is manifested, being witnessed by the law and the prophets;
22
Even the righteousness of God which is by faith of Jesus Christ unto
all and upon all them that believe: for there is no difference: 23
For all have sinned, and come short of the glory of God; 24
Being justified freely by his grace
through the redemption that is in Christ Jesus: 25
Whom God hath set forth to be a propitiation
through faith in his blood, to declare his righteousness for the remission
of sins that are past, through the forbearance of God; 26
To declare, I say, at this time his
righteousness: that he might be just, and the justifier of him which believeth
in Jesus. 27 Where
is boasting then? It is excluded. By what law? of works? Nay: but by the
law of faith.
Galatians
2:16 Knowing that a man is not justified
by the works of the law, but by the faith of Jesus Christ, even we have
believed in Jesus Christ, that we might be justified by the faith of Christ,
and not by the works of the law: for by the works of the law shall no flesh
be justified.
Galatians
3:10 For as many as are of the works
of the law are under the curse: for it is written, Cursed is every one
that continueth not in all things which are written in the book of the
law to do them. 11
But that no man is justified by the law in the sight of God, it is
evident: for, The just shall live by faith. 12
And the law is not of faith: but, The man that doeth them shall live
in them. 13 Christ
hath redeemed us from the curse of the law, being made a curse for us:
for it is written, Cursed is every one that hangeth on a tree: 14
That the blessing of Abraham might come
on the Gentiles through Jesus Christ; that we might receive the promise
of the Spirit through faith.
Galatians
3:16 Now to Abraham and his seed were
the promises made. He saith not, And to seeds, as of many; but as of one,
And to thy seed, which is Christ. 17
And this I say, that the covenant, that was confirmed before of God
in Christ, the law, which was four hundred and thirty years after, cannot
disannul, that it should make the promise of none effect. 18
For if the inheritance be of the law, it is no more of promise: but
God gave it to Abraham by promise.
Galatians
3:24 Wherefore the law was our schoolmaster
to bring us unto Christ, that we might be justified by faith. 25
But after that faith is come, we are
no longer under a schoolmaster. 26 For
ye are all the children of God by faith in Christ Jesus.
Galatians
4:21 ¶Tell me, ye that desire to
be under the law, do ye not hear the law? 22
For it is written, that Abraham had
two sons, the one by a bondmaid, the other by a freewoman. 23
But he who was of the bondwoman was
born after the flesh; but he of the freewoman was by promise. 24
Which things are an allegory: for these
are the two covenants; the one from the mount Sinai, which gendereth to
bondage, which is Agar. 25 For
this Agar is mount Sinai in Arabia, and answereth to Jerusalem which now
is, and is in bondage with her children. 26
But Jerusalem which is above is free,
which is the mother of us all. 27
For it is written, Rejoice, thou barren that bearest not; break forth
and cry, thou that travailest not: for the desolate hath many more children
than she which hath an husband. 28 Now
we, brethren, as Isaac was, are the children of promise. 29
But as then he that was born after the
flesh persecuted him that was born after the Spirit, even so it is now.
30
Nevertheless what saith the scripture? Cast out the bondwoman and
her son: for the son of the bondwoman shall not be heir with the son of
the freewoman. 31 So
then, brethren, we are not children of the bondwoman, but of the free.
Hebrews
10:11 And every priest standeth daily
ministering and offering oftentimes the same sacrifices, which can never
take away sins: 12 But
this man, after he had offered one sacrifice for sins for ever, sat down
on the right hand of God; 13 From
henceforth expecting till his enemies be made his footstool. 14
For by one offering he hath perfected for ever them that are sanctified.
15 Whereof
the Holy Ghost also is a witness to us: for after that he had said before,
16 This
is the covenant that I will make with them after those days, saith the
Lord, I will put my laws into their hearts, and in their minds will I write
them; 17 And
their sins and iniquities will I remember no more.
The law did not change the provision
of the Abrahamic Covenant but was an added thing for a limited time only---till
the Seed should come (Gal.3:17-19).
Galatians
3:17 And this I say, that the covenant,
that was confirmed before of God in Christ, the law, which was four hundred
and thirty years after, cannot disannul, that it should make the promise
of none effect. 18 For
if the inheritance be of the law, it is no more of promise: but God gave
it to Abraham by promise. 19 ¶Wherefore
then serveth the law? It was added because of transgressions, till the
seed should come to whom the promise was made; and it was ordained by angels
in the hand of a mediator.
(Atonement, Lev.16:6,)
Leviticus
16:6 And Aaron shall offer his bullock
of the sin offering, which is for himself, and make an atonement for himself,
and for his house
Atonement. The Biblical use and
meaning of the word must be sharply distinguished from its use in theology.
In theology it is a term which covers the whole sacrifical and redemptive
work of Christ. In the O.T., atonement is the English word used to translate
the Hebrew words which mean cover, coverings, or to cover. Atonement
is, therefore, not a translation of the Hebrew but a purely theological
concept. The Levitical offerings "covered" the sins of Israel until and
in anticipation of the cross, but did not "take away" (Heb.10:4)
Hebrews
10:4 For it is not possible that the
blood of bulls and of goats should take away sins.
those sins. These were the sins
done in O.T. times ("covered" meantime by the Levitical sacrifices). which
God "passed over" (Rom.3:25),
Romans
3:25 Whom God hath set forth to be a
propitiation through faith in his blood, to declare his righteousness for
the remission of sins that are past, through the forbearance of God;
for which passing over God's rightousness
was never vindicated until, in the cross, Jesus Christ was "set forth a
propitiation." See Propitiation, Rom.3:25, see
note below. It was the cross, not the
Levitical sacrifices, which made full and complete redemption. The O.T.
sacrifices enabled God to go on with a guilty people because those sacrifices
typified the cross. To the offerer they were the confwssion of his desert
of death and the expression of his faith; to God they were the "shadows"
of good things that were to come, of which Christ was the reality (cp.Heb.10:1).
Hebrews
10:1 ¶For the law having a shadow
of good things to come, and not the very image of the things, can never
with those sacrifices which they offered year by year continually make
the comers thereunto perfect.
The O.T. sacrifices only covered
sin, never removing it.
"Propitation"
is translated from the Gr.hilasterion, meaning that which expiates or
propitiation, or the gift which which procures propitiation. Or N.T.
"mercy seat" (Heb.9:5)
Hebrews
9:5 And over it the cherubims of glory
shadowing the mercyseat; of which we cannot now speak particularly.
The mercy seat was sprinkled with
atoning blood on the day of Atonement representing that therighteous sentence
of the law had been executed, changing a judgment seat into a mercy seat
(Heb.9:11-15).
Hebrews
9:11 But Christ being come an high priest
of good things to come, by a greater and more perfect tabernacle, not made
with hands, that is to say, not of this building; 12
Neither by the blood of goats and calves,
but by his own blood he entered in once into the holy place, having obtained
eternal redemption for us. 13 For
if the blood of bulls and of goats, and the ashes of an heifer sprinkling
the unclean, sanctifieth to the purifying of the flesh: 14
How much more shall the blood of Christ,
who through the eternal Spirit offered himself without spot to God, purge
your conscience from dead works to serve the living God? 15
¶And for this cause he is the mediator
of the new testament, that by means of death, for the redemption of the
transgressions that were under the first testament, they which are called
might receive the promise of eternal inheritance.
cp. "throne of grace," Heb.4:14-16.
Hebrews
4:14 Seeing then that we have a great
high priest, that is passed into the heavens, Jesus the Son of God, let
us hold fast our profession. 15 For
we have not an high priest which cannot be touched with the feeling of
our infirmities; but was in all points tempted like as we are, yet without
sin. 16 Let
us therefore come boldly unto the throne of grace, that we may obtain mercy,
and find grace to help in time of need

There shall not an hand touch it, but he shall surely be stoned, or shot

19:16 ¶And it came to pass on the third day in the morning,
that there were thunders and lightnings, and a thick cloud upon the mount,
and the voice of the trumpet exceeding loud; so that all the people that
was in the camp trembled.
17
And Moses brought forth the people out of the camp to meet with God; and
they stood at the nether part of the mount.
18
And mount Sinai was altogether on a smoke, because the LORD descended upon
it in fire: and the smoke thereof ascended as the smoke of a furnace, and
the whole mount quaked greatly.
19
And when the voice of the trumpet sounded long, and waxed louder and louder,
Moses spake, and God answered him by a voice.

And the LORD said unto Moses, Go down, charge the people, lest they break
through unto the LORD to gaze, and many of them perish.
22
And let the priests also, which come near to the LORD, sanctify themselves,
lest the LORD break forth upon them.
23
And Moses said unto the LORD, The people cannot come up to mount Sinai:
for thou chargedst us, saying, Set bounds about the mount, and sanctify
it.
24
And the LORD said unto him, Away, get thee down, and thou shalt come up,
thou, and Aaron with thee: but let not the priests and the people break
through to come up unto the LORD, lest he break forth upon them.
[*] cp. v.9-24 to Rom.7:7-24
Romans
7:7 ¶What shall we say then? Is
the law sin? God forbid. Nay, I had not known sin, but by the law: for
I had not known lust, except the law had said, Thou shalt not covet. 8
But sin, taking occasion by the commandment, wrought in me all manner of
concupiscence. For without the law sin was dead. 9
For
I was alive without the law once: but when the commandment came, sin revived,
and I died. 10
And the commandment, which was ordained to life, I found to be unto death.
11
For
sin, taking occasion by the commandment, deceived me, and by it slew me.
12
Wherefore the law is holy, and the commandment holy, and just, and good.
13
Was then that which is good made death unto me? God forbid. But sin, that
it might appear sin, working death in me by that which is good; that sin
by the commandment might become exceeding sinful.
14
¶For
we know that the law is spiritual: but I am carnal, sold under sin. 15
For that which I do I allow not: for what I would, that do I not; but what
I hate, that do I. 16
If then I do that which I would not, I consent unto the law that it is
good.
17
Now
then it is no more I that do it, but sin that dwelleth in me. 18
For I know that in me (that is, in my flesh,) dwelleth no good thing: for
to will is present with me; but how to perform that which is good I find
not. 19
For the good that I would I do not: but the evil which I would not, that
I do. 20
Now if I do that I would not, it is no more I that do it, but sin that
dwelleth in me. 21
I find then a law, that, when I would do good, evil is present with me.
22
For I delight in the law of God after the inward man: 23
But I see another law in my members, warring against the law of my mind,
and bringing me into captivity to the law of sin which is in my members.
24
O wretched man that I am! who shall deliver me from the body of this death?

¶Moreover, brethren, I would not that ye should be ignorant, how that
all our fathers were under the cloud, and all passed through the sea;
2 And were all baptized unto Moses
in the cloud and in the sea;
3 And did all eat the same spiritual
meat;
4 And did all drink the same spiritual
drink: for they drank of that spiritual Rock that followed them: and that
Rock was Christ.
5 But with many of them God was
not well pleased: for they were overthrown in the wilderness.
6 ¶Now these things were our
examples, to the intent we should not lust after evil things, as they also
lusted.
7 Neither be ye idolaters, as were
some of them; as it is written, The people sat down to eat and drink, and
rose up to play.
8 Neither let us commit fornication,
as some of them committed, and fell in one day three and twenty thousand.
9 Neither let us tempt Christ, as
some of them also tempted, and were destroyed of serpents.
10 Neither murmur ye, as some of
them also murmured, and were destroyed of the destroyer.

11 Now
all these things happened unto them for ensamples: and they are written
for our admonition, upon whom the ends of the world are come.
12 Wherefore let him that thinketh
he standeth take heed lest he fall.
13 There hath no temptation taken
you but such as is common to man: but God is faithful, who will not suffer
you to be tempted above that ye are able; but will with the temptation
also make a way to escape, that ye may be able to bear it.
14 Wherefore, my dearly beloved,
flee from idolatry.
15 ¶I speak as to wise men;
judge ye what I say.

History shows that the northern 10 tribes migrated north
over the Caucasus Mountains (hence called Caucasians) and became known
as the Cimmerians, the Celts, the Saxons ('Saac's sons), etc., and settled
in western Europe, the British isles, and later many migrated to the Americas.
