This is the only place in God's Word other than the Psalms where the term "Selah" is used.
This is the only place in God's Word other than the Psalms where the term "Selah" is used. It is actually a musical term which denotes a “pause” or "suspension" which dramatically and emphatically connects the thought of what was just said (or sung) to that which follows. In this case it connects His coming forth with the glorious effects of it, i.e. that His glory shall cover the heavens and the earth shall be full of His praise.Habakkuk 3:3

Let us first turn to the Book of Deuteronomy in examining these two verses... to the chapter immediately following the Song of Moses.[3...cont.]His glory covered the heavens, and the earth was full of his praise.[4] And his brightness was as the light; he had horns coming out of his hand: and there was the hiding of his power.
It is important to understand that this is where Moses blesses the 12 tribes of Israel. The reason it is important is because Habakkuk refers to "the oaths of the tribes, even Thy word" in Hab. 3:9 where he makes the point that EVERY PROMISE ever made to His children SHALL BE fulfilled! How wonderful and amazing is the Word of God!Deut. 33:1
And this is the blessing, wherewith Moses the man of God blessed the children of Israel before his death.
The phrase "rose up" is from the Hebrew word "zarah" which means "to break forth as light" (from Seir, i.e. from the mount of His right hand) and the phrase "shined forth" is "yapha" which means to "shine forth in glory" (from Paran, the mount of glory in the desert)! You see, it was through the pouring out of the plagues (vials) upon the land of Egypt that God revealed His power and glory to the Egyptians and "came forth" and revealed "the light" of His truth, His Word, His wonderful Laws, through His servant Moses to the children of Israel. This was the "work which He worked in those days", which is what "from His right hand" means.[2] And he said, The LORD came from Sinai, and rose up from Seir unto them; He shined forth from mount Paran, and He came with ten thousands of saints: from His right hand went a fiery law for them.
Let us return to Habakkuk 3 and repeat verses 3 and 4.
Just like the events of the "wondrous work which God did work in the land of Egypt" through his "right hand men", Moses and Aaron, the result of which we read in Deut. 33:2 (now connect the thought), so shall "His glory cover the heavens, and the earth be full of his praise" when He comes forth AGAIN in these last days! Got it? Yes, "Renew your work in the midst of the years, in the midst of the years make Thyself known, O LORD!"Habakkuk 3:3

If one understands the symbolism used in this verse the meaning of what is being said becomes quite clear. Jesus Christ is the Light (Jn. 1:4-9) and "horns" are symbolic of "power". One example of the use of "horns" used as "power" is found in Rev. 13 where Satan, that old dragon, the abominable one, comes up out of the earth (in the midst of the week, right?) with "two horns like a Lamb", which are the two powers of (1) the King of kings and (2) the Lord of lords. I.e., Satan will come claiming he is Jesus Christ who has returned as King of kings and Lord of lords and he will deceive the whole world by his great signs and miracles into believing that he is! (Rev. 13:13)[4] And his brightness was as the light; he had horns coming out of his hand: and there was the hiding of his power.
Also, the expression "coming out of his hands" is that same figure of speech denoting "work" that used throughout the scriptures. We even use a form of that same expression today to identify one who does "the work" for someone else. We often call such an one the bosses “Right Hand Man”. The apostle John even uses the expression "in their right hand" concerning the "mark of the beast", which is Satan's deception, i.e. the opposite of the "seal of God", in Revelation. He writes concerning the false-christ (Satan):
To have the mark (deception) of the beast in one's forehead is simply to be deceived (in your brain which is in your forehead), but to have the mark in one's right hand is to be his "right hand man or woman", i.e. help do the beast's (Satan's) work for him! To wit, many have already come in Jesus name, just as Christ said they would in Mat. 24 and Mark 13, i.e. they come as Christian preachers and ministers, and they deceive MANY of our brothers and sisters, again, exactly as Jesus Christ said they would. That is why His very first warning concerning the events of this final generation is "Take heed lest any man deceive you: [6] For many shall come in my name, saying, I am Christ; and shall deceive many (Mark 13:5-6.)" By the way, the details of that "Christian" deception is contained in the address to the 5 churches Christ has problems with in chapters two and three of the Book of Revelation.Rev. 13:16
And he causeth all, both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads:
However, the other two churches in Revelation, the churches of Smyrna and Philadelphia, are both "rays of light and truth" who do the "work" approved of by Jesus Christ. You could say, and be quite accurate, that they are His two right hand sons and daughters in this final generation who let their light (His truth) so shine before men, that they (others) may see your (their) good works (not how great they are but His works which they are privileged to do), and glorify your Father which is in heaven (Matthew 5:16).
To that end, both your Strong's Concordance and the Companion Bible on page 1270, will document that the word "horns" (plural) which we just read in Hab. 3:4 means "two rays of light".
Read Hab. 3:4 once again and discover that His full "power" is "hidden" in those two "rays of light", those two brilliant, golden, anointed candlesticks, which we shall read of later when we study Zechariah 4, which emanate from His hands and "do HIS work" in this final generation.
